proper entree!! the power of the president
President-elect Barack Obama is poised to move swiftly to reverse actions President Bush took using executive authority, and his transition team is reviewing limits on stem-cell research and the expansion of oil and gas drilling, among other issues, members of the team said Sunday.

The executive orders of the Bush administration are among the many items that are being reviewed by the new Obama team. The transition operation that was set up in August, even before Obama was formally nominated at the Democratic convention, included a plan to scrutinize the policies that could be reversed through the power of an executive order of the new president.

An executive order in the United States is a directive issued by the President, the head of the executive branch of the federal government. In other countries, similar edicts may be known as decrees, or orders-in-council. Executive orders may also be issued at the state level by a state's Governor. U.S. Presidents have issued executive orders since 1789, usually to help direct the operation of executive officers. Some orders do have the force of law when made in pursuance of certain Acts of Congress, when those acts give the President discretionary powers.

President-elect Obama's advisers are quietly crafting a proposal to ship dozens, if not hundreds, of imprisoned terrorism suspects to the United States to face criminal trials, a plan that would make good on his promise to close the Guantanamo Bay prison but could require creation of a controversial new system of justice.

Prosecuting all detainees in federal courts raises a host of problems. Evidence gathered through military interrogation or from intelligence sources might be thrown out. Defendants would have the right to confront witnesses, meaning undercover CIA officers or terrorist turncoats might have to take the stand, jeopardizing their cover and revealing classified intelligence tactics.

Obama is expected to propose a new court system, appointing a committee to decide how such a court would operate. Some detainees likely would be returned to the countries where they were first captured for further detention or rehabilitation. The rest could probably be prosecuted in U.S. criminal courts.

I for one would like to see real stem-cell research, as it will allow for the possibility of finding real cures for many now incurable diseases. In my opinion, President Bush by not allowing or limiting the scope of stem-cell research, has just delayed the research by a number of years, and prevented the discovery of finding cures for the incurable diseases. By allowing stem-cell research, unrestricted, this will allow for folks who have no hope for the future now, to have hope.

As for the expansion of oil and gas drilling, once we start drilling for oil on US soil, it will still take years to process, and the price of oil will not drop straightaway. these things take time, and the Bush administration should have allowed for it years ago, maybe if he did, gas prices would be low today, and we would not require greater dependence on foreign oil.

The main factor in price disparities between countries is government policy,
many european nations tax gasoline heavily, with taxes making up as much as 75 percent of the cost of a gallon of gasoline. In a few Latin America and Middle-East nations, such as Venezuela and Saudi Arabia, oil is produced by a government-owned company and local gasoline prices are kept low as a benefit to the nation's citizens.

Gasoline prices in Venezuela are the cheapest in the world�1/15 the price of a liter of bottled water, and 1/25 the price of a liter of milk. Since 1998, Venezuela has kept the price of gas fixed at 0.097 strong bolivars a liter, or about U.S. 3� (lower octane is 0.070 strong bolivars). That means that consumers pay about 12� a gallon, or 1/33 of what their U.S. counterparts pay.

If we in the US are allowed to drill and manufacture and process our own oil, then perhaps the price will drop and stay dropped; but like i said, even if we start drilling now, we will not see any signifigant price drop for years to come.

What President Obama intends to do by issuing executive orders as soon as he is sworn in, is common for new presidents who come into office, as this practice has been done with every new president. Lets give him a sporting chance and see what he intends to do with his executive powers.
