Many of the budgetary acts passed by Congress during the past two decades are funny, but only when read aloud in the voice of the guy who played Ernest in all those Ernest Goes To... movies. I am especially fond of the dry wit employed by the Balanced Budget And Emergency Deficit Control Act Of 1985 (or "Gramm-Rudman," to use its street tag). Bullet points are inherently funny, and are favored by middle-management types who forward hilarious emails to large groups of people they don't really know. White supremacists who value the right to own firearms more than they value their children's education are both funny and good for the sale of things like bullets, and it is even funnier when they join together in large groups that spread the message of ignorant hatred. Adam Sandler, who could probably turn any budgetary act into a clever song, is almost too funny for words. Almost, but not quite. The unbridled development of strip malls would be funny were it not for their understated elegance and the fact that they provide for 93 percent of the nation's salon-based tanning needs. Finally, television shows about just how darn difficult it is to be a suburban white family man raising kids, dealing with quirky neighbors, and achieving resolution in 22 minutes must be funny, because network television executives have an acute sense of all that is comedic and meaningful. One thing that is not funny: funny cars. Or maybe I just don't get the joke.
