my name is art. i am a Rear Admiral in the u.s. navy, currently assigned to the office of the joint chief of staff, and have been in the navy for 29 years. i am a graduate of the united states naval academy, class of 1979. i have a doctorate in telecommunications, and computer sciences, and am responsible for the military telecommunications world-wide grid, which emcompasses the entire united states armed forces network, and communications between the white house and the pentagon.

i was born in halifax nova scotia, canada, and came to the u.s. with my parents when i was 7. my dad was commandant of the united states marine corps, 1968-1980, and my mother was a homemaker.

i graduated from high school and joined the Navy in June 1975. Upon graduating from the Naval Academy in 1979, I reported to Naval Communications Area Master Station WESTPAC, Guam as the High-Frequency Receiver Site Division Officer.

In 1980, I reported to NAS Pensacola where I established the command�s first Human Resources Office. The following year I became the base Public Affairs Officer and was chosen as the U.S. Southern Region Public Affairs Officer of the Year for 1981. In May 1982, I attended the Naval Postgraduate School and received a Doctorate degree in Telecommunications Systems Management. Upon graduation, I was awarded the Chief of Naval Operations Telecommunications Award for leadership and academic achievement.

In 1984, I reported to the CNO staff (OP-094) as the Program Sponsor for the UHF Satellite Communications Program. During my tour, I drafted and instituted UHF waveform standards later adopted by the Joint Chiefs of Staff for all military services and developed the formal requirement for the Navy�s third generation UHF communications satellite system. In July 1986, I reported to the U.S. Space Command Directorate of Plans (J5) as a plank-owner, acting as the command�s single point of contact for military satellite communications planning. In February 1988, I was selected as a member of the USSPACECOM Commander-in-Chief�s Group. In this capacity, I developed advocacy presentations on space policy issues, including space-based wide area surveillance and other space support and space control issues.

In July 1989, i reported to Director, Communications Security Material Systems as Executive Officer. During my tenure, i directed major changes in COMSEC accounting procedures to accommodate operational exigencies during Operation Desert Shield/Desert Storm. In July 1991, i was assigned to the Program Executive Officer for Space, Communications and Sensors (PMW-146) where i served as the Assistant Program Manager for Operations. i was responsible for the integration and training of the 75-member Navy, Air Force and contractor operational launch and control team for the UHF Follow-on Communications Satellite Program and supported the constellation�s first launch.

In May 1993, i reported to the Fleet Surveillance Support Command as Commanding Officer. While there, i advocated the transition of the Navy�s Over the Horizon (OTH) Radar technology to its current role in the nation�s War on Drugs. The command was awarded a Meritorious Unit Commendation in February 1995. In March 1995, i reported to the Bureau of Naval Personnel as the Assistant Branch Head, Fleet Support Assignments Office. Upon completion of that tour in July 1997, i was transferred to the Joint Staff/J6 where i served as the Chief, CINC Operations Division and then as the Executive Assistant to the Director, C4 Systems. Also in 1997, i received an MS degree in Information Systems from The George Washington University. In June, 2000, i reported as the U.S. Space Command Liaison Officer to the U.S. European Command, Stuttgart, Germany.

In July 2001, i reported for duty as Commanding Officer, Naval Computer and Telecommunications Area Master Station Atlantic and Program Manager for Mid-Atlantic Region Information Technology. In June 2002, i was selected for promotion to Rear Admiral Lower Half and reported to OPNAV N61 as the Deputy Director for Command, Control, Communications and Computers (N61C).

My awards include the Defense Superior Service Medal (with oak leaf cluster), Defense Meritorious Service Medal, Meritorious Service Medal (Gold Star in lieu of third award), Navy Commendation Medal, Navy Achievement Medal and Air Force Master Space Badge. I am a graduate of the Defense Systems Management College.

I am happily married since 1977 and have 4 grown children, christina, aged 27, who is currently a white house pool reporter, sean, aged 24, who is currently enrolled in harvard medical school, scott, aged 22, who is currently a management systems control officer for a major corporation, and steven, who will turn 21 on friday, who is attending the university of california, los angeles.



such as it is in a parallel universe, or maybe what could have been, had i not screwed up my life! you roll the dice and take a chance, and live with the outcome that you are dealt with, and just do the best you can with the cards that you are dealt with. i have no real regrets, and i am doing the best i can, considering all that i have been thru in reality, and i am lucky to have survived thus far, which is an amazing feat in itself!!
